HEGAN's strategy is reflected in the HEGAN Strategic Plan (2021-2024), with the aim of establishing areas of shared action in technological innovation that improve the competitiveness of the Basque aerospace sector (aeronautics and space) and associated with HEGAN for the period 2021-2024, which is key at this time of post-Pandemic recovery. Its analysis identifies 15 basic Development Areas of the Cluster itself.

From the above analysis, all the considerations are translated into a strategic map and Strategic Challenges of the Partnership are determined, which respond to those Areas of Development that will help the Cluster's 2024 Goal and global goals of neutrality which should take into account the 7 Vectors that will guide the current Strategic Period (COMPETITIVENESS and INNOVATION, SUSTAINABILITY and DIGITALISATION, SYMMETRY and DIVERSIFICATION, and inspired in SUSTAINABLE DEVELOPMENT GOALS).

Then, following STRATEGIC CHALLENGES are considered:

  1. Strength the Value Chain.

  2. Develop collaborative RTD.

  3. Reinforce Members Market Positioning.

  4. Toughen Cluster Influence.

For each of these Strategic Challenges, Cluster Lines of Action and the Actions and Projects in collaboration for their Deployment are determined.
